With Timor-Leste’s infrastructure virtually destroyed after the ballot of 1999, 75 percent of its population displaced and few professionals to run its institutions, the Bank's immediate focus was the restoration of vital public services and basic infrastructure. Since its publication in May 2002, the Bank has been supporting the Government’s National Development Plan (NDP), defined by the people, to foster sustainable growth and reduce poverty through health and education, agriculture, energy, private sector development and governance.
