Although the oil sector accounts for most of Azerbaijan’s GDP, it employs only one percent of the labor force. With half the country’s population living in rural areas, support to economic activities outside cities is key to reducing poverty. The World Bank is helping the government expand the basis for job creation by financing projects to develop the private sector, reform the financial sector, and improve rural infrastructure.
